7SUBJECT:  Weed Abatement Program Parcels not in Compliance  - Call for Public Hearing RECOMMENDATION FOR ACTION:  Staff recommends that the City Council set a Public Hearing for July 20, 2021 to hear and approve the list of parcels that were out of compliance for weed abatement requirements for the year 2020 and direct the Tax Collector of Yolo County to assess liens against real property to reimburse the City for the cost of removal of weeds, refuse, and dirt from the property.

11SUBJECT:PUBLIC HEARING - Streng Pond Landscape Maintenance District  RECOMMENDATION FOR ACTION:  Staff recommends that the City Council (1) conduct a public hearing and (2) adopt Resolution No. _____, approving the fiscal year 2021/2022 annual levy report and order the levy and collection of the assessment within the Streng Pond Landscape Maintenance District.

14SUBJECT:  PUBLIC HEARING:  Gateway Landscaping & Lighting District   Recommendation for Action:  Staff recommends that the City Council (1) conduct a public hearing and (2) adopt Resolution No. _____, approving the fiscal year 2021/2022 annual levy report and Resolution No. _____, ordering the levy and collection of the assessment within the Gateway Lighting and Landscaping District.
15SUBJECT:  Public Hearing and Approval of the 2020 – 2024 Community Development Block Grant Consolidated PlanRECOMMENDATION FOR ACTION:  Staff recommends that the City Council take the following actions:1. Hold a public hearing to receive community input on the 2020 – 2024 Community Development Block Grant (CDBG) Consolidated Plan (Attachment A);2. Adopt Resolution No. approving the 2020 – 2024 CDBG Consolidated Plan in substantially the same form as presented to the City Council with the FY 2020/21 CDBG Action Plan funding allocations, incorporating any public input received during the public comment period; and appropriating $513,364 in CDBG funds for FY 2020/21 budget (Attachment B);3. Adopt Resolution No. to approve the September 2019 Analysis of Impediments to Fair Housing Choice prepared by the Sacramento Valley Fair Housing Collaborative (Attachment C);4. Direct staff to complete the 2020 – 2024 CDBG Consolidated Plan and the September 2019 Analysis of Impediments to Fair Housing
16SUBJECT: PUBLIC HEARING - Amended and Restated Resolution for Participation in the Statewide Community Infrastructure Program (SCIP)RECOMMENDATION FOR ACTION: Staff recommends that the City Council (1) hold a public hearing and (2) approve Resolution No. _____, making certain findings and authorizing certain matters necessary for the City to confirm its participation in the Statewide Community Infrastructure Program.

18SUBJECT: Modification of Transient Occupant Tax (TOT) Deferral Repayment OrdinanceRECOMMENDATION FOR ACTION: Staff recommends that the City Council introduce and waive first reading of an ordinance Modifying and Superseding Ordinance No. 1666 Concerning the Temporary Suspension of Sections 3.12.080 and 3.12.090 of the City of Woodland Municipal Code Related to Payment of Transient Occupancy Tax.
19SUBJECT:  Fiscal Year 2021/22 Budget RECOMMENDATION FOR ACTION:  Staff recommends that the City Council formally adopt Resolution No. _____, approving a) the Fiscal Year (FY) 2020/21 Annual Budget of $205.97 million and b) 317 Full time equivalent positions by classification as detailed in Exhibit B.
