5SUBJECT:  Construction Contract for 2021 ADA Improvement Project, CIP 20-09 & 21-06 RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. _____, 1.) approving a construction contract for the 2021 ADA Improvement Project, CIP 20-09 & 21-06; awarding the construction contract in the amount of $270,290.50 to MCE Corporation; authorizing a contract contingency up to 15% ($40,543); and authorizing the City Manager to execute the construction contract and change orders; and 2.)  Approving a consultant services agreement for construction management and inspection services with Associated Engineering Consultants, Inc., in the amount of $58,985; authorizing a contract contingency up to 10% ($5,898); and authorizing the City Manager to execute the agreement and amendments; and 3.) Approving waiving an immaterial minor bid irregularity by the lowest responsible bidder submitting a responsive bid (MCE Corporation).

7SUBJECT:  PUBLIC HEARING - 2020 Urban Water Management Plan RECOMMENDATION FOR ACTION:  Staff recommends that the City Council: 1.) Conduct a Public Hearing; and 2.) Adopt Resolution No. _____, adopting the 2020 Urban Water Management Plan.
8SUBJECT:  PUBLIC HEARING - Water Shortage Contingency Plan RECOMMENDATION FOR ACTION  Staff recommends that the City Council: 1.) Conduct a Public Hearing; and 2.) Adopt Resolution No. _____, approving the City’s Water Shortage Contingency Plan (WSCP), Appendix I of the Urban Water Management Plan (UWMP); and 3.) Introduce and waive the first reading of Ordinance No. _____, “An Ordinance of the City Council of the City of Woodland, California Amending Section 13.32.040 of the Woodland Municipal Code related to Water Conservation.”

9SUBJECT:  Construction Contract for Gibson Road Improvements Projects, CIP 20-01 and 20-08 RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. _____, 1.) Apoproving a construction contract for the Gibson Road Bicycle/Pedestrian Mobility Project – East to West Street, CIP 20-01, and the W. Gibson Road Safe Routes to School – West Street to CR98 Project, CIP 20-08; awarding the construction contract in the amount of $10,173,036.30 to Martin Brothers Construction; authozing a contract contingency up to 15% ($1,525,955.44); and authorizing the City Manager to execute the construction contract and change orders; and 2.) Approving a consultant services agreement for construction management and inspection services with Unico Engineering, Inc. in the amount of $1,294,864.02; authorizing a contract contingency up to 10% ($129,486.40); and authorizing the City Manager to execute the agreement and amendments.
10SUBJECT:  East Main Street Improvement Project, CIP 13-05; Award Construction Contract RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. _____, a resolution of the City Council to: 1.) Approve a construction contract for the East Main Street Improvement Project, CIP 13-05; award the construction contract in the amount of $5,510,566.80 to Mc Guire and Hester; authorize a contract contingency up to 10% ($551,057); and authorize the City Manager to execute the construction contract and change orders; and 2.)  Approve a consultant services agreement for construction management and inspection services with Associated Engineering Consultants, Inc. in the amount of $539,298; authorize a contract contingency up to 10% ($53,930); and authorize the City Manager to execute the agreement and amendments; and 3.) Approve a consultant services amendment for design with Mark Thomas and Company, in the amount of $12,247.00 for a total agreement amount of $508,170
11SUBJECT:   Approve Issuance of Spring Lake CFD 2004-1, Special Tax Bonds, Series 2021RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, Authorizing The Execution And Delivery Of A Third Supplemental Fiscal Agent Agreement, A Bond Purchase Agreement, And A Continuing Disclosure Certificate; Approving The Form Of The Official Statement And The Distribution Thereof; Authorizing The Issuance Of Series 2021 Bonds; And Approving Certain Other Actions Related Thereto
