10SUBJECT:  Second Reading of Ordinance No.1669 and Ordinance No.1670 approving the rescindment of Ordinance No.1648 which approved Merritt Ranch, Spring Lake Development Agreement 19-01 and; approving the project Development Agreement between the City of Woodland and The Florence Patricia Phillips Parmelee 1999 Family Trust, The Jane Victoria Curtis 2004 Family Trust, and The Scott A. Van Tassel 2017 Revocable Trust (Owner)RECOMMENDATION FOR ACTION: Staff recommends that the City Council conduct the second reading and adopt Ordinance No. 1669 and Ordinace 1670, rescinding the Development Agreement between Darkhorse Estates, LLC and the City of Woodland Because the party to the Development Agreement no longer has a legal property interest in the Merritt Ranch Property and then approving the project Development Agreement between the City of Woodland and The Florence Patricia Phillips Parmelee 1999 Family Trust, The Jane Victoria Curtis 2004 Family Trust, and The Scott A. 11PUBLIC HEARING
12SUBJECT: Public Hearing and Approval of Fiscal Year 2019/20 Community Development Block Grant Consolidated Annual Performance and Evaluation Report RECOMMENDATION FOR ACTION: Staff recommends that the City Council:1) Hold a public hearing to receive community input on the Fiscal Year (FY) 2019/20 Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER); and2) Adopt Resolution No., approving the FY 2019/20 CDBG CAPER in substantially the same form presented to Council and incorporating the financial reports completed through the Federal Integrated and Disbursement System on the expenditure of CDBG funds during FY 2019/20 and public comments received at tonight’s public hearing and direct staff to submit the CAPER to HUD.

15SUBJECT:  First Reading - Ordinance Adding Section 13.08.170 of the Municipal Code Relating to Residential Receptacle Location RequirementsRECOMMENDATION FOR ACTION:  Staff recommends that the City Council introduce and waive the first reading of an Ordinance adding Section 13.08.170 of the Municipal Code relating to Residential Receptacle Location Requirements.
16SUBJECT:  Three-Year Agreement with Advance Peace to Provide Gun Violence Reduction Program Services to the CityRECOMMENDATION FOR ACTION:  Staff recommends that the City Council approve Resolution No. _____, authorizing the City Manager to (1) execute a three-year contract with Advance Peace to provide gun violence reduction program services in the amount not to exceed $200,000 per year and (2) appropriate $200,000 per year from Measure J funds.
17SUBJECT: Fiscal Year 2021/22 Spring Budget Workshop RECOMMENDATION FOR ACTION:  Staff recommends that the City Council conduct a workshop to inform development of the City's Fiscal Year 2021/22 Budget.
