11SUBJECT: Urgency Ordinance of the City Council of the City of Woodland Authorizing the Community Development Director to Grant Emergency Temporary Use Permits that will Allow Restaurants and Other Businesses to Use Available Public and Private Outdoor Space to Meet Physical Distancing Requirements and Waiving any Applicant Fees Associated with the City’s Review ProcessRECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt by a Four-Fifths Vote Urgency Ordinance No. _____, an Urgency Ordinance of the City Council of the City of Woodland Authorizing the Community Development Director to Grant Emergency Temporary Use Permits that will Allow Restaurants and Other Businesses to Use Available Public and Private Outdoor Space to Meet Physical Distancing Requirements and Waiving any Applicant Fees Associated with the City’s Review Process.
12SUBJECT:  Consideration of November 2020 Ballot Measure to Re-Authorize 1/4 Cent Sales Tax (Measure J) RECOMMENDATION FOR ACTION:  Staff recommends that the City Council: 1)Introduce Ordinance No. _____ re-authorizing and extending the City of Woodland’s quarter-cent sales tax for general city services, programs and facilities for a period of ten years, subject to approval by the voters at the November 3, 2020 municipal election, and 2)Provide comment on draft ballot language, and   3)Direct staff to return to Council with a resolution calling for the consolidation of the election and placing four advisory measures on the November 3, 2020 ballot.
