RECOMMENDATION FOR ACTION: Staff recommends that the City Council take the following actions. 1. Determine by a four-fifths vote that there is a need to continue the emergency action to construct a homeless shelter at County Road 102 and East Beamer Street in accordance with Public Contract Code Section 22050; 2. Adopt Resolution No. _____, (a) approving appropriations of $1,251,000 from the Affordable Housing In-Lieu Fees Fund (327) and $149,000 from the Spring Lake Off Site Affordable Housing Fund (321), which will be transferred to the Homeless Housing Fund (331) for construction of the Emergency Shelter Project and appropriate the same $1,251,000 and $149,000 from the Homeless Housing Fund (331) where the expenses will be incurred for the project; (b) approving an appropriation of $500,000 from the Homeless Housing Fund (331) based on funds that will be provided by the County of Yolo; and (c) app |
