7SUBJECT:  Planning Commission Meeting Minutes of August 15, 2019 and September 19, 2019 RECOMMENDATION FOR ACTION:  Staff recommends that the City Council receive the minutes of the Planning Commission Meetings of August 15, 2019 and September 19, 2019.

11SUBJECT: Lower Cache Creek Flood Feasibility Study, CIP 09-15; Approve Contract Amendment #10 with Wood Rodgers for Consulting Services RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, authorizing the City Manager to 1) execute Amendment #10 to the consultant services agreement with Wood Rodgers for the Lower Cache Creek Feasibility Study for an additional amount up to $352,230; and 2) amend the project budget increasing the budget by $229,000 to $5,279,000 for the Lower Cache Creek Feasibility Study, CIP #09-15.

13SUBJECT: PUBLIC  HEARING - Second Reading and Adoption of Ordinance No. 1652, Incorporating the Yolo County Tobacco Retailer Permit Ordinance by Reference to Specifically Prohibit Flavored Tobacco Products From Being Sold by Tobacco Retailers   RECOMMENDATION FOR ACTION:  Staff recommends that the City Council: 1) Hold a public hearing; and 2) Adopt Ordinance No. 1652, Incorporating the Yolo County Tobacco Retailer Permit Ordinance by Reference to Specifically Prohibit Flavored Tobacco Products From Being Sold by Tobacco Retailers.
14SUBJECT: Pioneer Village (APN:042-580-068) Tentative Subdivision Map #5162; Spring Lake Specific Plan Amendment; EIR Addendum; and associated Development Agreement RECOMMENDATION FOR ACTION: Staff recommends that the City Council take action on the following: 1) Conduct the public hearing; 2 ) Adopt the attached Resolution No. _____, approving the CEQA EIR Addendum together with the previously Certified Turn of the Century EIR as the appropriate level of environmental review in accordance with the California Environmental Quality Act (Attachment 1); and 3) Adopt the attached Resolution No. _____, amending the Spring Lake Specific Plan land use designations (rezone) (Attachment 2); and 4) Adopt the attached Resolution No. _____, amending the General Plan land (Attachment ); and 5) Adopt the attached Resolution No. _____, approving Tentative Subdivision Map #5162 in accordance with the Conditions of Approval (Attachment 3 );and 6) Introduce and waive the first reading of Ordinance No. __
15SUBJECT:  Second Reading and Adoption of Ordinance No. 1651, adopting Changes to the California Building, Plumbing, Mechanical and Electrical Codes RECOMMENDATION FOR ACTION:  Staff recommends that the City Council (1) hold a Public Hearing; and (2) receive public comment; and (3) Ordinance No. ____, an ordinance adopting by reference the 2019 Edition of the California Building Standards (California Code of Regulations, Title 24), consisting of the 2019 California Building Code; the 2019 California Electrical Code; the 2019 California Mechanical; the 2019 California Plumbing; the 2019 California Green Building Code; the 2019 California Residential Code; the 2019 California Building Energy Efficiency Standards, along with the 1997 Edition of the Uniform Code for the Abatement of Dangerous Buildings; the 1997 Edition of the Uniform Housing Code, and the 1997 Edition of the Uniform Security Code, together with certain additions, insertions, deletions and changes thereto
16SUBJECT: PUBLIC HEARING – Second Reading and Adoption of Ordinance No. 1650 related to the 2019 California Fire Code RECOMMENDATION FOR ACTION: Staff recommends that the City Council: (1) Hold a public hearing; and (2) Receive public comments; and (3) Adopt Ordinance No. 1650, adopting by reference the 2019 California Fire Code (California Code of Regulations, Title 24, Part 9) and amending sections of the City of Woodland Municipal Code related to fire protection and nuisance abatement.
17SUBJECT:  Sustainability Project Reservation and Funding RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. _____, (1) that appropriates $100,000 of General Fund (101) to set-aside or reserve funding for sustainability projects as result of Valley Clean Energy reimbursement to the City and (2) appropriates $24,000 from the Sustainability Fund (365) for the City's share of the County's Regional Greenhouse Emission Study.
