The March 17, 2020 Woodland City Council will be conducted pursuant to the Governor’s Executive Order N-25-20.

  1. The meeting will be held at the listed physical location, and Council members may be participating via teleconference. Those locations are not listed on the agenda and are not accessible to the public.
  2. The public is encouraged to watch the City Council live on Woodland TV Channel 21 and also by going to the City of Woodland web site at www.cityofwoodland.org/meetings.
  3. If you are not attending the Council meeting and wish to make a comment during general public comment or on a specific agenda item, there are two ways to do that. You may leave a voice mail message at (530) 661-5900.  All voice mail messages received by 5:30 p.m. shall be played during the City Council meeting and read into the record at the appropriate time. Any member of the public watching the live stream who wishes to make a public comment as it is being heard may submit an email, no more than 3 minutes when read aloud, to the City Clerk at CouncilMeetings@cityofwoodland.org. Please include the agenda item in the subject line. The City is continuing to research ways in which the public may participate by teleconference.
If you choose to attend the Council meeting in person, you will be required to maintain appropriate social distancing by maintaining a 6-foot distance between yourself and other individuals.  Seating may be limited.

  5. SUBJECT:  Public Works Quarterly Status Report

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council accept the Public Works Quarterly Status Report for the period of December 2019 through February 2020.
  
  7. SUBJECT:  Budget Appropriation Request: Walmart Foundation Grant

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. ___, authorizing the City Manager to appropriate $750 to the General Fund Fire Department operations budget.
  
  6. SUBJECT:  Woodland Fire Department Annual Inspection Compliance Report

RECOMMENDATION FOR ACTION:   Staff recommends that the City Council adopt Resolution No. _____, Acknowleding the City of Woodland Fire Department's Compliance with Sections 13146.2 and 13146.3 of the California Health and Safety Code.
  
  8. SUBJECT:  Final Acceptance and Notice of Completion for Dog Gone Alley – Bush Street to College St Paving Project, CIP 19-16.

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council adopt Resolution No. _____, to: 1) Approve the reallocation of $4,784 of Sewer Enterprise Funds from Annual Sewer Repair and Replacement, CIP 08-21, to Dog Gone Alley – Bush Street to College Street Paving Project, CIP 19-16; 2) Approve the reallocation of $4,784 of Water Enterprise Funds from Water System Leak Detection, maintenance and Repair, CIP 09-23, to Dog Gone Alley – Bush Street to College Street Paving Project, CIP 19-16; 3) Approve the appropriation of $12,432 from Capital Projects Fund, Fund 501, to Dog Gone Alley – Bush Street to College Street Paving Project, CIP 19-16; 4) Authorize a $7,000 increase to the construction contract contingency, bringing the total contract contingency to $48,555; 5) Approve a total budget of $922,000; 6) Accept the Dog Gone Alley – Bush Street to College Street Paving Project, CIP 19-16 as complete and authorize the City Clerk to file a Notice of Completion.
  
  9. SUBJECT: Approve Consultant Amendment for Construction Management and Inspection Services for Improvements associated with Cal-West Phase 3&4 Subdivisions

RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, amending the consultant services agreement with Associated Engineering Consultants, Inc. for the Cal-West Phase 3 & 4 Subdivisions in the amount of $15,000 for a total contract amount of $167,914; and authorize the City Manager to execute the agreement.
  
  10. SUBJECT: County Road 25A (Miekle Ave. to Promenade Dr.) and East Heritage Parkway Mid-Block Crossing Improvement Project, CIP 19-09; Approve Plans and Specifications and Authorize Bid Advertisement

RECOMMENDATION FOR ACTION: Staff recommends that the City Council adopt Resolution No. _____, approving the project plans and specifications and authorizing bid advertisement for the County Road 25A (Miekle Ave. to Promenade Dr.) Improvement Project, CIP 19-09
  
  11. SUBJECT:  Approve the Salary Schedule effective April 1, 2020.

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council approve the attached salary schedule effective April 1, 2020.

  12. SUBJECT:  PUBLIC HEARING - Revise Fire Hydrant Meter Deposit in City's Fee Schedule to More Accurately Account for Price of Meter Replacement

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council hold a public hearing, and following the public hearing, adopt Resolution No. _____, approving the revised and increased Fire Hydrant Meter Deposit accordance with the commercial water rates approved by the City Council on March 21, 2017. The revised Fire Hydrant Meter Deposit will appear in the Fiscal Year 20 Comprehensive Fee Schedule.

  13. SUBJECT: PUBLIC HEARING - Epic Pros Enterprises, Inc. Commercial Cannabis Distribution Facility. A proposed Conditional Use Permit to allow a commercial cannabis distribution facility at 1250 Harter Avenue, Suite C: PLNG19-00063

RECOMMENDATION FOR ACTION: Staff recommends that the City Council: 1) Conduct a Public Hearing ; and 2) Find that the project is exempt from further environmental review pursuant to Class 1 and Class 32 Categorical Exemption under the California Environmental Quality Act (CEQA) and find that the exemptions reflect the independent judgement of the City as lead agency under CEQA; and 3) Adopt Resolution No. _____, recommending that the City Council approve a Conditional Use Permit to allow a commercial cannabis distribution facility at 1250 Harter Avenue, Suite C, conditioned upon approval of appropriate Cannabis Business Permit and the recommended conditions of approval; and 4) Adopt Resolution No. _____, authorizing the City Manager, pursuant to Section 5.28.180 to approve a final Operating Agreement for a commercial cannabis distribution business at 1250 Harter Avenue, Suite C.

  14. SUBJECT:  PUBLIC HEARING - Interim Zoning Ordinance 2020 and Amendment to Section 17.92.020 Table 3 of the Zoning Ordinance

RECOMMENDATION FOR ACTION:  Staff recommends that the City Council:1) Receive a staff report; 2) Conduct a public hearing; and 3) Consider for a first reading a stand-alone Interim Zoning Ordinance 2020 and Amendments to Section 17.92.020, Table 3 of the Zoning Ordinance to provide a clear legal basis for zoning and development review to ensure consistency with the 2035 General Plan

  15. SUBJECT: PUBLIC HEARING - Amendments to Chapter 15.16 Affordable Housing

RECOMMENDATION FOR ACTION:Staff recommends that the City Council: 1) receive a staff report; 2) conduct a public hearing; 3) consider for first reading an ordinance of the City of Woodland, amending Section 15.16 of Chapter 15 of the Municipal Code relating to affordable housing, and determining the ordinance to be exempt from CEQA; and 4) direct staff to negotiate an in-lieu fee and prepare an agreement for payment of in-lieu fees equivalent to $3.00 per square foot for the proposed approximately 168-unit multi-family rental project at the northwest corner of Main Street and Ashley Avenue.
